In the past, when sake was shipped in barrels, rice was a precious commodity and the sake made from rice was also naturally valuable.

Sake breweries wishing to sell as much sake as possible had to dilute it with water when selling it to liquor stores, who in turn diluted it further when selling it to consumers. The sake that went to the consumer was so watered down that goldfish could swim in it - a derisive reference to the fact that it was called 'goldfish sake'. However, even in those days, the Imayo Tsukasa brewery shipped sake without diluting it, and the story goes that liquor stores were very pleased with the sake.
